Don R. Richards was a former award-winning community journalist. He now practices law primarily in the areas of Public Utility Law, Media Law, and Administrative Law. He is Board Certified in Administrative Law by the Texas Board of Legal Specialization, State Bar of Texas, and is an Adjunct Professor of Law at the Texas Tech School of Law where he teaches the “Texas Administrative Practice” course and the “Telecommunication Law & Policy” course. He was named to Texas Monthly’s 2005 list of “Super Lawyers” for Texas.

Dulan D. Elder

A 1984 graduate of Texas Tech University School of Law, Mr. Elder has been Board Certified by the Texas Board of Legal Specialization since 1989 in the areas of Commercial, Residential and Farm & Ranch Real Estate Law.

Mr. Elder is a member of the State Bar of Texas, the Electric Cooperative Bar Association, and the Lubbock County Bar Association. He is admitted to practice in the courts of the State of Texas, the United States District Courts for the Northern and Southern Districts of Texas, the United States Court of Appeals, Fifth Circuit, and the United States Supreme Court.

Hon. E. Scott Frost

Hon. E. Scott Frost, former United States Magistrate Judge, was raised in Eastland, Texas, is a graduate of Angelo State University, and received his Doctor of Jurisprudence degree from the Texas Tech University School of Law in December 1987.

Upon graduation, Frost began his legal career as a law clerk for the Honorable Sam R. Cummings, United States District Judge in Lubbock. Following the completion of his clerkship, he joined the Fort Worth law firm of McLean, Sanders, Price, Head & Ellis (now Brackett & Ellis), where he was involved in general civil litigation. In 1990, he returned to Lubbock and began his tenure as an Assistant United States Attorney.
